Employers must apply for the Labor Market Impact Assessment (LMIA) from the Canadian Ministry of Employment and Social Development (ESDC).
ESDC determines whether an employer can hire a foreign worker to perform their work.

The work permit is temporary
You cannot immigrate to Canada with a work permit. If you plan to come to Canada as a permanent resident based on your job skills and experience, make sure you are eligible to apply as a skilled worker.

Ontario Opportunity: State Referral Program (PNP)
Caregiver Program-Note: There will be changes to the Caregiver Program in 2019
You must meet the eligibility requirements to enroll in these programs.
You can apply as a skilled worker, but there is no special category for the temporary foreign worker profession.
